Well, just hazarding an educated guess (didn't look this up) but Tommy is to British soldier as Jack is to RN sailor
, so the flag that various United Kingdom sailors, Brits, Welsh, Scots, Irish (and BTW various other nationalities pressed into service...) unites the various Jacks, or sailors.
And isn't the flag that flies on RN ships the White Ensign?
